// Executive Abstract

India’s enterprise AI adoption is mainstream (~87% enterprise adoption according to NASSCOM), but strategic sovereignty sits on the ability to train—not merely use or serve—large-scale models within national jurisdiction. This paper demonstrates that adoption does not equate to sovereignty. Without domestic foundation training capacity, model IP, training data, and strategic control remain offshore. We propose an actionable, funded 5-year program to establish 3–5 regional National AI Training Hubs, an IndiaAI Compute Credits facility, sectoral federated data trusts extending AI Kosh, and an Indian Sovereign Model Certification (ISM-Cert) framework.

Research Methodology & Theoretical Framework

Comparative empirical analysis benchmarking India’s AI adoption metrics (NASSCOM AI Adoption Index 2.0, McKinsey State of AI 2025) against domestic compute capacity, analyzing the Cabinet-approved IndiaAI Mission budgetary provisions, AI Kosh dataset ingestion rates, and global semiconductor accelerator supply-chain concentration risks.

Key Findings & Technical Breakthroughs

01

Adoption vs. Sovereignty Gap: ~87% of Indian enterprises report AI adoption, matching the global average of ~88%, yet less than 5% of foundation model training occurs on domestic infrastructure.

02

Inference vs. Training Dichotomy: Hosting inference endpoints onshore provides low latency but zero IP sovereignty; model provenance, data lineage, and alignment are locked at training time.

03

Capital Expenditure Barrier: Early-stage Indian deep-tech startups face severe capex hurdles acquiring high-density GPU/accelerator clusters without government-backed compute credits.

04

Certification Vacuum: India currently lacks a single accepted national standard for auditing training-data lineage, red-teaming, and model provenance in regulated sectors.

// Strategic & Operational Impact

Policy & Industrial Implications

Recommends allocating ₹8,000–12,000 crore across 5 years within the IndiaAI Mission for regional multi-megawatt training hubs, a 10% procurement bonus for ISM-Cert compliant models in government RFPs, and 50k–200k subsidized GPU-hours for Indian deep-tech startups like Quantum Tiger.

Thermodynamic Constraints on Artificial General Intelligence

Artificial General Intelligence (AGI) is commonly discussed as an abstract algorithmic construct. This paper argues that AGI must instead be understood as a physical system governed fundamentally by the second law of thermodynamics. We demonstrate that learning, reasoning, memory updates, and parameter optimization are inherently irreversible processes with unavoidable physical entropy production. Using Landauer’s principle (Emin = kT ln 2), statistical mechanics, and non-equilibrium physics, we derive lower bounds on the energetic cost of intelligence and establish a fundamental heat dissipation ceiling (Qmax) that constrains infinite model scaling.

Atomics: The Era of Autonomous Software Engineering

The trajectory of AI in software engineering has shifted from conversational chatbots to autonomous agents executing multi-step labor. Monolithic generalist models exceeding 70B parameters hit an "Inference Wall" in agentic workflows due to massive VRAM overhead and multi-minute response loops. Atomics introduces a family of high-density model architectures that decouple coding intuition from broad-spectrum trivia. By prioritizing operational density, Atomics achieves state-of-the-art resolved rates on the SWE-bench Verified benchmark while residing within local enterprise memory budgets under an Apache 2.0 license.
